Experienced Human Services Administrator and Innovator Will Accelerate Growing Program
New York, June 14, 2022 - The Doris Duke Charitable Foundation (DDCF) today announced the appointment, following a national search, of JooYeun Chang as the new director of the foundation’s Child Well-being Program.
“At a time of seismic change in social policy and human services, JooYeun brings energy, insight and a proven track record to our growing Child Well-being Program,” said Sam Gill, president and CEO of the Doris Duke Charitable Foundation. “Her deep experience combined with an innovative outlook will build on an already strong program to elevate Doris Duke’s ambition and impact.”
Chang, who will lead and drive a vision for the Child Well-being Program in its next stage, brings extensive experience and knowledge to the role from the child welfare and human services practice and policy sectors.
Most recently, as acting assistant secretary and principal deputy assistant secretary for the Administration for Children and Families of the U.S. Department of Health and Human Services (HHS), JooYeun was the top federal official overseeing the implementation of national child welfare policy and reported directly to Health and Human Services Secretary Xavier Becerra. In this capacity, Chang oversaw all federal programs intended to advance the economic and social well-being of families, children, individuals and communities. She also helped lead crucial initiatives such as the Biden-Harris Administration’s plan to address the impacts of COVID-19 pandemic, including the awarding of over $72.2 billion to states, territories and tribes to support the welfare of children and families.

Prior to joining the Biden-Harris Administration in February 2021, Chang oversaw the State of Michigan’s child welfare system as executive director of the state’s Children’s Services Agency. She also launched the development of a new comprehensive child welfare technology system, as well as anti-racism initiatives including a public-private partnership, place-based prevention pilots and a front-end redesign of the child protective service system to reduce racial bias in decision making. Before serving the Michigan state government, Chang was a managing director at Casey Family Programs, where she spearheaded work to identify and disseminate best practices in child welfare, including a Senior Fellows program with the aim of sharing innovation across technology, business, psychology and other disciplines within the sector.
Chang earned a Bachelor of Arts degree from North Carolina State University and a Juris Doctorate from the University of Miami School of Law.
Her first day with the Doris Duke Charitable Foundation will be June 27, 2022.
