In the piece, Gill and Chang spotlight Churmell Mitchell's story, a father who encountered problems with Alabama's Department of Human Resources, to illustrate systemic issues and advocate for a child welfare system that focuses on what families need to thrive—suggesting community-based support services and material assistance to prevent crises. A recently announced initiative of the Doris Duke Foundation, OPT-In for Families, is highlighted as a step towards this goal.
